The staff and volunteers of the Convention of States Project support and appreciate the men and women in uniform who stand ready to make the ultimate sacrifice for our freedom. While the President is the Commander-in-Chief of our armed forces, our Constitution invests the power to declare war in We the People through our duly elected members of Congress. The President does not have the authority to unilaterally put our sons and daughters in harm’s way, but Presidents of both parties have been conducting military operations without a formal declaration of war for over a half-century.
