VICTORY IN THE HOUSE MAKES TEXAS #11!
As several hundred COS supporters gathered at the capitol in Austin on the morning of May 4, the mood was optimistic. The Texas team was excited about the impending House floor vote on the Convention of States resolution, SJR 2, which had garnered 79 sponsors in addition to the main author, Rep. Rick Miller of Sugar Land. With 150 members in the House of Representatives, only 76 votes were needed to pass, so we felt we were virtually assured of a winning vote.

The Convention of States Texas Resolution, SJR2, is scheduled for the Texas House Floor on Wednesday, May 4th!
WE HAVE ONE LAST BATTLE TO FIGHT!!
During a last minute maneuver, a DIFFERENT VERSION of SJR2 was "substituted" in committee for our Convention of States resolution!
All parties involved agreed that this was the best option to pass our resolution out of committee. We commend our Grassroots Army for keeping up the pressure and being positive, polite, and professional!!

TODAY'S VICTORY OUT OF COMMITTEE IS YOUR VICTORY!
The Texas House Select Committee on State & Federal Power & Responsibility passed House Joint Resolution 39 (HJR 39), and it's Senate companion SJR 2, out of committee just minutes ago! Committee members demonstrated both leadership and attentiveness to the wishes of YOU, and more than 120,000 Texas grassroots activists.
Representative Rick Miller, from Sugar Land, TX (HD 26) is once again championing the Convention of States resolution in the Texas House. Earlier this year, the Senate companion version, Senate Resolution SJR 2, passed the full Senate. Once HJR 39 reaches the floor of the Texas House, a simple rule allows SJR 2 to be swapped in and voted on by the entire Texas House, thus fulfilling the necessary steps of one version of legislation passing both chambers to be complete. The Committee also passed SJR 2 at the same time, with the same vote.
The Governor's signature is not required on HJR 39/SJR 2, though Governor Abbott's signature on this legislation would be a foregone conclusion, as this is his premier legislative package this session.Read more

With about 250 Convention of States volunteers attending the House Committee hearing on Thursday, April 13, we outnumbered the opposition 5 to 1! We had 70+ Convention of States supporters register to testify in FAVOR of HJR39. This is simply EXTRAORDINARY! YOU WERE AMAZING. This was absolutely one of our finest hours. We closed down the Capitol.

The finish line is so close... After nearly 8 hours of testimony last Thursday, the Texas House Select Committee on State & Federal Power & Responsibility left HJR 39 "pending", meaning they could consider voting on it early this week!
The next 24 hours could push the Convention of States resolution out of committee, and on its way to House Calendars and then the House Floor.
YOU can take advantage of our momentum coming out of the hearing by doing two things:
- Thank those committee members who listened to ALL the testimony last Thursday.
- Contact your State Representative one more time regarding support for HJR 39.

Convention of States
In the spirit of the celebration of Texas Independence week, the Texas Senate, led by Primary Author Senator Brian Birdwell, passed the Convention of States Project Texas resolution, SJR2, on a 20-11 straight party line vote.
Pictured above are all 20 Texas GOP Senators (standing, L-R, Creighton, Huffines, Hancock, Nichols, Buckingham, Huffman, Hall, Kolkhorst, Van Taylor, Hughes, Schwertner, Perry, Campbell, Bettencourt (seated), Larry Taylor, Nelson, Seliger, Burton, Birdwell, Estes), Lieutenant Governor Dan Patrick, and Governor Greg Abbott (both seated), last November celebrating Governor Abbott's birthday. All 22 elected officials are champions for the Convention of States in Texas!
The vote continues the momentum toward final passage in Texas this session.
Getting through the Senate became a top priority for Convention of States after May, 2015, when the resolution failed to pass out of the Senate State Affairs Committee.

Texas experienced the first victory of the 2017 legislative session when the Senate State Affairs Committee voted to send the Convention of States resolution, SJR 2, on to the Senate floor for consideration by the entire chamber. The vote was 6-2, with Senators Birdwell, Creighton, Schwertner, Hughes, Nelson, and Huffman voting in favor of the resolution. Senators Zaffirini and Lucio were opposed, with Senator Estes absent due to illness.
The principal author of SJR 2, Senator Brian Birdwell, opened the discussion by laying out the need for an Article V convention. "I believe we're at the precipice of history that we've not seen before," he said. "For years, we have watched the executive, judicial and legislative branches usurp more and more power from the states, issuing dictates that become de facto law by either completely bypassing the legislative branch or acting upon issues the federal government has no constitutional authority to manage or act upon." The time has come for states need to act, Birdwell explained, because Congress has shown itself unwilling to address our broken federal system.
