Texas experienced the first victory of the 2017 legislative session when the Senate State Affairs Committee voted to send the Convention of States resolution, SJR 2, on to the Senate floor for consideration by the entire chamber. The vote was 6-2, with Senators Birdwell, Creighton, Schwertner, Hughes, Nelson, and Huffman voting in favor of the resolution. Senators Zaffirini and Lucio were opposed, with Senator Estes absent due to illness.
The principal author of SJR 2, Senator Brian Birdwell, opened the discussion by laying out the need for an Article V convention. "I believe we're at the precipice of history that we've not seen before," he said. "For years, we have watched the executive, judicial and legislative branches usurp more and more power from the states, issuing dictates that become de facto law by either completely bypassing the legislative branch or acting upon issues the federal government has no constitutional authority to manage or act upon." The time has come for states need to act, Birdwell explained, because Congress has shown itself unwilling to address our broken federal system.

The Convention of States Texas grassroots army once again answered a Call to Action at the Capitol on Tuesday, January 31, 2017. More than 400 COS supporters filled the Texas House Gallery, with hundreds more turned away at the door, all there to listen to Governor Greg Abbott declare the Convention of States resolution as an Emergency Item for the 85th Texas Legislature.
The COS Texas army has demonstrated time and again that they are willing to lead.

More than 350 Convention of States Texas Volunteers Gather on the Steps of the Capitol!
Texas State Representatives Rick Miller and Phil King, and Texas State Senator Brian Birdwell, pre-filed the Convention of States application, and the Faithful Delegate Act, on Tuesday, December 6, 2016, at the Texas State Capitol in Austin.
Representative Miller and Senator Birdwell pre-filed resolutions HJR39 and SJR2, respectively, the Convention of States model application, calling for an Article V "Convention for Proposing Amendments", to Impose Fiscal Restraint, Limit the Power and Jurisdiction of the Federal Government, and to Limit the Terms of Office for Federal Officials and Members of Congress.
Representative King and Senator Birdwell pre-filed the Faithful Delegate Act, bills HB506 and SB21 respectively, which outline the Qualifications, Duties, and Limitations of Texas Delegates who Serve at an Article V Amending Convention.

First-Ever Simulated Convention of States Announces Commissioners – Texas Has a Delegation of Four Attending
The Article V movement is growing as a result of Americans challenging the ever-growing reach of the federal government that has crossed its constitutional bounds.
WASHINGTON, D.C., Sept. 13—Citizens for Self-Governance announces the commissioners attending the first-ever Article V simulated convention of states September 21-23, in Colonial Williamsburg, Virginia. Forty-eight states are sending legislators and respected thought leaders to act as commissioners in performing a test run of an actual Article V convention.
