1   HOUSE JOINT RESOLUTION
 
2       WHEREAS, The Founders of our country empowered state 
3   legislators to be guardians of liberty against future abuses of 
4   power by the federal government; and 
 
5       WHEREAS, The federal government has created a crushing 
6   national debt through improper and imprudent spending; and 
 
7       WHEREAS, The federal government has invaded the legitimate 
8   roles of the states through the manipulative process of federal 
9   mandates, most of which are unfunded to a great extent; and 
 
10       WHEREAS, The federal government has ceased to live under a 
11   proper interpretation of the Constitution of the United States; 
12   and 
 
13       WHEREAS, It is the solemn duty of the states to protect the 
14   liberty of our people - particularly for the generations to 
15   come - by proposing Amendments to the Constitution of the 
16   United States through a Convention of the States under Article 
17   V for the purpose of restraining these and related abuses of 
18   power; therefore, be it 
 
19       RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 
20   HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE

1   CONCURRING HEREIN, that the State of Illinois hereby makes 
2   application to Congress under the provisions of Article V of 
3   the Constitution of the United States for the calling of a 
4   convention of the states limited to proposing amendments to the 
5   Constitution of the United States that impose fiscal restraints 
6   on the federal government and limit the power and jurisdiction 
7   of the federal government; and be it further
 
8       RESOLVED, That, pursuant to Article V of the Constitution 
9   of the United States, we join the other states that have called 
10   for a convention for the specific and exclusive purpose of 
11   proposing amendments to the Constitution of the United States 
12   limited to the purposes stated herein; provided, however, that 
13   the delegates from Illinois to said convention are expressly 
14   limited to consideration and support of amendments that impose 
15   fiscal restraints on the federal government and limit the 
16   federal government's power and jurisdiction; that it is our 
17   express intention that this application shall be aggregated 
18   with the subsequent applications of other states limited to the 
19   purposes identified in this application; and be it further
 
20       RESOLVED, That the convention delegates from Illinois are 
21   hereby instructed not to support any amendment proposals 
22   regarding term limits for federal officials or for members of 
23   Congress; and be it further

1       RESOLVED, That copies of this application be provided to 
2   the President and Secretary of the United States Senate and to 
3   the Speaker and Clerk of the United States House of 
4   Representatives; and be it further
 
5       RESOLVED, That this application constitutes a continuing 
6   application in accordance with Article V of the United States 
7   Constitution until the legislatures of at least two-thirds of 
8   the states have made applications on the same subject.
