The Founders foresaw this situation and provided a remedy in Article V of the Constitution. It empowers state legislatures across the nation to join forces to impose reforms on Washington, D.C., that we can't expect Congress to undertake any time soon. And because neither party controls enough state legislatures to hijack the process, only the most common-sense, broadly supported measures will make it across the finish line to ratification.
